Niels Graaf is an Assistant Professor of Constitutional Law at the University of Amsterdam. His research explores how legal and constitutional cultures shape public institutions, legal academia, and the exchange of ideas within and across legal systems. Graaf approaches these questions through a blend of comparative constitutional studies and the history of ideas. This perspective is build on the idea that the rule of law is more than a set of formal rules; it is deeply embedded in institutional practices, conceptual frameworks, and cultural understandings.

His most recent publication on the subject appears in a special issue of the Heidelberg Journal of International Law (2025) titled "Re-Examining Solange I", edited by Kriszta Kovács, Andrej Lang, and Mattias Kumm. The article is titled ‘Solange’, ‘Fintantoché’, ‘Tant que’: On the Local Remodelling of a Canonical German Decision in French and Italian Constitutional Debates’.

With academic roots in both constitutional law (LL.B., LL.M., UvA) and history (B.A., M.A., UvA), he earned his PhD in 2022 at Utrecht University with a dissertation on the transnational transfer of ideas about the role of constitutional courts in Germany, France, and Italy. For this work, he was awarded the triennial Dissertation Prize of the Dutch Association of Constitutional Law. The jury praised the dissertation’s multilingual approach, noting that ‘its use of multiple languages is refreshing, given that much cross-border and comparative legal research tends to rely solely on English-language sources’.

In addition, the dissertation was awarded the Van Woudenberg Dissertation Prize, a biennial award for the best doctoral thesis in the field of Italian Studies, with the interdisciplinary jury praising its innovative methodology and significance for legal and political sciences, as well as the humanities. The jury described the thesis as 'a dissertation that excels in its methodical and substantive inventiveness, clever interdisciplinary approach, and thorough source research.'

Niels Graaf currently serves on the editorial board of the peer-reviewed Netherlands Journal of Legal Philosophy and is a board member of the Dutch Association of Constitutional Law. He is also part of an interdisciplinary research group titled Exploring European Society, a joint initiative of the European University Institute (EUI) and the Max Planck Institute, established by Loïc Azoulai and Armin von Bogdandy.

Graaf is also actively engaged in domestic constitutional debates, contributing to widely read publications such as Een nieuw commentaar op de Grondwet (2022) and co-editing Constitutionele Waarborgen. De Raad voor de Rechtspraak en rechterlijke onafhankelijkheid (2024). The latter volume was cited by the Dutch government in its official response to the report of the European Commission for Democracy through Law, better known as the Venice Commission, on the state of the rule of law in the Netherlands. It also prompted parliamentary questions to the Minister for Justice and Security regarding the need to better safeguard judicial independence.

More broadly, his research has been featured in prominent media outlets including de Volkskrant, NRC, and De Groene Amsterdammer.
