Democratic resilience can involve resistance to efforts to curtail the voice of civil society. This often proceeds by small steps and little noticed acts by powerholders.

An example is the recent attempt by the Dutch government to ban subsidized organisations from engaging in advocacy for public causes. Despite opposition from parliament - and two adopted motions - the government seems adament to adopt such regulation. Civil society organisations in the Netherlands are currently campaigning against this.
